Refusing to pay fines in foreign countries


If a US citizen vacations in Italy for a month and is fined 44 euros while there for riding a train without a ticket, what consequences are associated with refusing to pay the fine?


Would I be taken into custody? Extradited? Would I be unable to reenter the country in the future? What power do they have over a citizen of another country?


Actual experience would be a lot more helpful than speculation. Thanks!
